Twenty-one years of arguing well about a mountain

ILENJ was not founded at a conference. It was founded in a cold room in Krujë in 2004, after three villages spent a winter disputing the same firewood.

How we began

Following the transfer of communal forests and pastures from state administration to local government in the late 1990s, the highland villages above Krujë inherited land they had used for generations but had no legal instrument to manage. Cutting was unregulated, grazing was unbounded, and the gullies above the springs widened every winter.

In 2004 representatives of nine villages registered the Association for the Communal Use of Forests and Pastures "ILENJ" Krujë as a non-profit organisation under Albanian law. The first act of the members' assembly was unglamorous: a written inventory of every parcel, every user household, and every disputed boundary.

The first management plan covered 340 hectares. By 2011 the association had been asked by neighbouring communes to extend its methodology to their pastures, and the area under plan passed 900 hectares. Today ILENJ works across 1,240 hectares in the Krujë region and advises three further associations in central Albania on plan drafting and grazing calendars.

The work has not been linear. We lost 22 hectares to fire in the summer of 2017 and spent four years replanting it. We have had years where the membership fee went uncollected and years where a single donor grant paid for more nursery stock than a decade of dues. What has held is the assembly: nine villages, one vote each, meeting twice a year without fail since 2004.

Mission

To secure the long-term ecological health and productive capacity of the communal forests and pastures of the Krujë region, under management plans owned and enforced by the communities that depend on them.

Vision

A central Albania where every hectare of communal land has a written plan, a named steward, an honest set of accounts, and a generation of young people who consider it worth their time.

Values

Environmental stewardship

The land outlives every one of us. Decisions are judged against a fifty-year horizon, not a budget cycle.

Community ownership

Rules that villages write themselves are the only rules that get enforced when nobody is watching.

Transparency

Accounts, management plans and assembly minutes are open to any member on request and published in summary each year.

Biodiversity protection

Native species only in our nurseries. Deadwood retention, spring protection, and no conversion of natural pasture.

Sustainable agriculture

Grazing and forestry that keep families on the land rather than pricing them off it.

Dignity of local knowledge

The shepherd who has walked a slope for forty years is a data source, not an obstacle.

Governance & legal status

ILENJ Krujë is a registered non-profit association operating under the Albanian legal framework for non-profit organisations, including Law No. 8788 "On Non-Profit Organisations" as amended, and the associated provisions on registration, governance and reporting.

Members' Assembly

The highest decision-making body. Each of the nine member villages holds one vote, exercised by an elected delegate. The assembly meets twice yearly in ordinary session, approves the annual budget and accounts, adopts management plans and grazing calendars, and elects the executive committee.

Executive Committee

Five members elected for three-year terms, responsible for day-to-day oversight, contracting, and representation before the municipality and state forestry authorities. No committee member may hold a commercial forestry contract with the association.

Supervisory & Audit Function

An internal audit commission of three members, elected separately from the executive committee, reviews the annual accounts before they are presented to the assembly. External accounting review is commissioned annually.

Conflict of interest & non-distribution

No part of the association's income may be distributed to members, officers or their relatives. Interests must be declared before any vote touching them. Surplus is reinvested exclusively in the statutory purpose.
